The Council is a non-profit corporation formed in 1950 from existing garden clubs and plant societies who joined forces to offer education and services beyond the resources of a single group.  The Garden Center was built in 1976 with funds raised through the efforts of its members, local businesses, and the County of Bernalillo. The Garden Center is located in Los Altos Park, on Lomas between Wyoming and Eubank.

Today, most garden clubs, plant societies, and related groups in the area are members of Council.  They work together to maintain the Garden Center and provide learning opportunities to their members and to the community at large.
